About this opportunity

The Defense Logistics Agency Aviation is conducting market research through this Pre-Solicitation Notice to identify qualified vendors for the procurement of one 350-ton press brake with comprehensive turnkey services. The equipment will be installed at Norfolk Naval Shipyard in Portsmouth, Virginia, and must include technical documentation, IUID tagging, installation, training, and delivery services. Key contract requirements specify a press brake with 350 full tons of capacity, maximum dimensions of 160" length by 75" width by 150" height, an open throat frame design, CNC-controlled features with self-leveling capability to 0.0004" tolerance, and compliance with NFPA, ANSI, and NEMA standards. The response deadline is April 2, 2026, and interested parties must submit their capability statements via email to AVNIPEMarketResearch@dla.mil with "ATTN: 26-15-1000" in the subject line. Responses are limited to ten one-sided pages with 10-point minimum font and should demonstrate the vendor's resources and ability to execute all aspects of the requirement, though this Pre-Solicitation Notice is for information purposes only and does not constitute a binding solicitation or obligation for the government.

This opportunity is not designated as a set-aside contract. No incumbent contractor or award value is specified in the Pre-Solicitation Notice, as this is market research to inform potential future competitive procurement. The contractor must provide three complete sets of operation, maintenance, and repair manuals with schematics, deliver installation and foundation drawings within 60 days of award, and conduct comprehensive training for both operators and maintenance personnel within designated facility hours. All contractor personnel must obtain SECNAV 5512 security clearance at least two weeks prior to site arrival. The installation and training services must be completed between 7:20 a.m. and 3:50 p.m., excluding federal holidays, with the government responsible for providing utility connections within 20 feet of the installation location and removing the existing press brake.
