About this opportunity
Military Sealift Command seeks offers for a 35-day dry cargo time charter of a commercial vessel, with proposals due July 22, 2026 at 1000 Eastern Time. Amendment 0001, issued July 16, reopened the original solicitation and reset the drytime laydays window to August 1–31, 2026; prior offerors must reaffirm or resubmit by the new deadline or their offers will not be considered.
Place of performance is California, USA. The vessel will load cargo at Pohang, Republic of Korea, and deliver to San Diego, California for worldwide military employment transporting tracked and wheeled vehicles, breakbulk cargo, hazardous materials, explosives, ammunition, and containerized general cargo. The solicitation requires a U.S. or foreign flag, self-sustaining lift-on/lift-off vessel with minimum capacity of 105,000 square feet and minimum laden speed of 15 knots. The vessel must hold a valid Certificate of Inspection with no outstanding USCG 835 or class society deficiencies, maintain comprehensive marine insurance including hull and machinery, protection and indemnity, war risk, and second seaman's war risk coverage with the United States named as additional assured, and comply with the Oil Pollution Act of 1990. The vessel must be equipped with INMARSAT, facsimile, and email capability at minimum committed information rate 1024/1024 Kbps. The charter comprises a 35-day base period with two optional periods; hire is earned at fifteen-day intervals and covers all crew services, overtime, and vessel operations but excludes fuel, port charges, and stevedoring. Fuel pricing uses DLA standard rate of $1,500.83 per metric ton MGO. Amendment 0001 adds FAR 52.222-90 (DEI discrimination compliance) as a checked requirement and updates FAR 52.222-42 wage rates for maritime employees. Red Sea, Bab al-Mandeb Straits, and Gulf of Aden are designated imminent danger pay locations at $225 per month or $7.50 per day for MSC CIVMARs. The NAICS code is 483111, Deep Sea Freight Transportation. This is a FAR Part 12 commercial acquisition; the Government contemplates awarding one firm-fixed-price contract and will evaluate offers without discussions.
