About this opportunity

The U.S. Army Corps of Engineers' Philadelphia District is conducting a Sources Sought Notice for the procurement of one new towboat for service on rivers and intracoastal waterways. The vessel will ultimately be utilized by the Memphis District office and requires specific technical specifications, including an ABS Maltese Cross A-1 classification, USCG subchapter M compliance, and precise dimensional parameters of 95 feet length, 35 feet beam, and 9 feet draft. The contract will involve fabrication, testing, and delivery of a complete towboat with comprehensive vessel requirements such as a deckhouse, crew facilities, electrical systems, navigation equipment, and a total horsepower of 2,500 HP. Small businesses interested in this opportunity must submit detailed responses by March 19, 2025 at 3:00 PM EST, including company identification, unique identifiers, bonding documentation, and three example projects demonstrating similar shipbuilding experience. Evaluation criteria will focus on past performance, project complexity, self-performance capabilities, and ability to meet specific technical and regulatory standards.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, though small businesses are strongly encouraged to respond. The contract duration is estimated at 745 calendar days, with delivery of the finished vessel to be made to the Memphis District in Tennessee. Contractors will be required to provide bid, performance, and payment bonds, and will be subject to liquidated damages provisions. The government will furnish a design package to the selected contractor, and small businesses must be prepared to self-perform at least 50% of the contract cost according to FAR 52.219-14. While no specific award value is mentioned, the complexity of constructing a specialized towboat with precise engineering requirements suggests a significant contract value. The project falls under NAICS code 336611 for Ship Building and Repairing, and will require extensive maritime engineering and construction expertise.
