About this opportunity
The Department of the Air Force Air Combat Command is seeking to procure 161 flight suits for the 334th and 335th Fighter Squadrons at Seymour Johnson Air Force Base through a Request for Quote. The procurement specifically includes 107 flight suits for the 334th Fighter Squadron and 54 flight suits for the 335th Fighter Squadron, with women's flight suits requiring a brand name specification from Carter Industries due to their unique design features including appropriate hip measurements and extended zipper length. The solicitation establishes firm fixed-price contract terms with delivery requested by September 10, 2025. Evaluation criteria will consider technical capability, price, and delivery lead time, with technical capability and delivery lead time weighted more significantly than price. Quotes must be submitted electronically to SrA Ashley Goodwin and TSgt Nelson Sosa by July 11, 2025, at 10:00 AM EST.
This opportunity is designated as a total small business set-aside with 100% allocation and is structured as a Women-Owned Small Business procurement. Carter Industries Inc. has been identified as the sole manufacturer capable of producing women's flight suits with the required specifications, as documented in the single source justification that explains other manufacturers only produce unisex flight suits with inadequate sizing and shorter zippers that inhibit female aircrew functionality. The contract will be performed at Seymour Johnson Air Force Base in Goldsboro, North Carolina, with the government requiring all shipping costs to be included in unit pricing. The procurement falls under NAICS code 315990 for Apparel Accessories and Other Apparel Manufacturing and PSC code 8415 for Clothing, Special Purpose, reflecting the specialized nature of military flight suit manufacturing.
