About this opportunity

The U.S. Army Corps of Engineers Marine Design Center is seeking contractor services to finalize engineering, construct, test, and deliver a new deck barge that will be paired with a government-purchased crawler crane to form a complete crane barge system. The procuring agency is the Department of the Army Corps of Engineers Philadelphia Engineering District, with the completed vessel intended for use by the St. Louis District to support maintenance missions on the inland navigation system. The contractor must fabricate and deliver a barge with specific dimensions: 240 feet length molded, 60 feet beam molded, 10 feet 6 inches molded depth at centerline, 6 feet maximum design draft, and 6 feet camber. The procurement requires bid guarantee, payment bonds, and performance bonding, with liquidated damages provisions included. The solicitation has been amended twice, with Amendment 0002 extending the final submission deadline to September 19, 2025 at 2:00 PM EST, and both amendments providing responses to contractor questions and additional technical drawings.

This opportunity is designated as a Total Small Business set-aside under NAICS code 336611 (Ship Building and Repair), restricting competition to qualified small business contractors. No incumbent contractors or current service providers are identified in the solicitation notice. While no specific contract value or budget range is disclosed, the procurement involves the construction of a single, substantial marine vessel with complex engineering requirements. The contractor will be responsible for delivering the completed barge to the U.S. Army Engineer District St. Louis Service Base in St. Louis, Missouri, where final acceptance will occur. All contractors must be registered in the System for Award Management (SAM) prior to award in accordance with DFARS requirements, and the solicitation reference number is W912BU25BA019 for accessing attachments and amendments through the government's procurement system.
