About this opportunity

The U.S. Army Corps of Engineers Marine Design Center is soliciting proposals for the design, fabrication, and delivery of an aluminum catamaran hydrographic survey vessel to support the Galveston District's mission of maintaining navigable waterways along the Texas Gulf coast. The vessel must conform to commercial standards and feature a centerline moon-pool deployed survey transducer strut system, with the option for designers to incorporate a hydrofoil support system if deemed appropriate. Contractors assume complete responsibility for building the vessel according to specifications, contract drawings, and procurement documents, with delivery and final acceptance required at the Army Engineer District in Galveston. The procurement requires bid guarantees, payment and performance bonding, and includes liquidated damages provisions for delays. The solicitation was posted on August 8, 2025, with proposals due November 14, 2025, and all questions must be submitted in writing to the designated points of contact.

This opportunity is designated as a Total Small Business set-aside under NAICS code 336611 (Ship Building and Repair). No incumbent contractors or current service providers are identified in the solicitation notice. The contract does not specify award values, budget ranges, or quantities, as this appears to be for a single specialized survey vessel. All solicitation documents, including drawings and amendments, are distributed exclusively through SAM.gov, with no hard copies available and no written or fax requests accepted. The place of performance for delivery and final acceptance is specified as the U.S. Army Corps of Engineers, Army Engineer District, Galveston, where the vessel will be used to support hydrographic surveying operations along the Texas coastline.
