The United States Department of Agriculture, Agricultural Research Service seeks one new 3-row sugarcane cultivator for field research plot maintenance at the Ardoyne Research Farm in Houma, Louisiana, with quotations due September 18, 2026 and questions due September 7, 2026 at 10:00 AM Eastern Time. This is a Total Small Business Set-Aside; the small business size standard is 1,250 employees.

Place of performance is Houma, Louisiana, with delivery to USDA ARS SRU Ardoyne Research Farm, 501 Bull Run Road, Schriever, Louisiana. The equipment must be new, unused commercial equipment sourced from an original equipment manufacturer or OEM-approved distributor; used, refurbished, and demonstrator units are not acceptable. Small business resellers are eligible to submit offers provided the delivered equipment meets all specifications.

Technical requirements include a main tool bar (4"x8"x3/8" wall), gang tool bar (4"x6"x3/8" wall), center row spring-loaded configuration, six 4-disc gangs and six 2-disc off-bar gangs (fully adjustable with 22"x1/4" notch discs), re-lube bearings, 7-1/2" disc spacing, 1-1/8" square axles, Grade 8 fasteners, six dirt shields with clamps, three middle busting plows with clamps, and configuration for 70" row spacing or customer's choice. NAICS code is 333111. Delivery must occur within 90 days after award on an F.O.B. Destination basis. Offerors must hold prices firm for 30 calendar days from offer receipt. Award will be made on a firm-fixed-price basis to the lowest-priced, technically acceptable offer with acceptable or neutral past performance. All quotations must include freight, transportation, unloading, setup, and other costs necessary to deliver equipment ready for Government use. Amendment 0001, effective September 8, 2026, extended delivery from 60 to 90 days and revised specifications; offerors must acknowledge receipt of the amendment.

1) Revise the specifications listed in the Statement of Requirement (page 3) and in the
Bases for Award (page 12).
2) Update the Delivery timeframe from 60 to 90 days after award (page 13).
3) All updates/revisions are highlighted in yellow.
4) All other terms and conditions shall remain the same.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 123A9426Q0043 is issued as a Request for Quotation (RFQ) for 3-row Sugarcane Cultivator.   The United States Department of Agriculture (USDA), Agricultural Research Service in Houma, LA has a need for a 3-row sugarcane cultivator to maintain all field research plots at the Ardoyne Research Farm. Timely cultivation of the field plots is critical to control weeds and ensure adequate drainage of the fields. The unit currently used is showing excessive wear and has become costly to repair. Detailed product specifications and requirements are as follows:

  • Main Tool Bar: 4”x 8”x 3/8” wall
  • GANG TOOL BAR: 4" x 6" x 3/8" wall
  • Center row spring loaded

  • 22" x 1/4" Notch Disc
  • Re-lube bearings
  • 7-1/2" DISC SPACING,
  • 1-1/8"SQ. AXEL
  • All Grade 8 bolts, nuts and washers
  • Six (6) 2-Disc Off bar gangs, fully adjustable, 22” x ¼” Notch
