About this opportunity

NASA's Shared Services Center has published a Special Notice regarding a sole source procurement for a 3-D Flash Lidar Camera system. The agency intends to award a contract to Advanced Scientific Concepts of Goleta, California, under FAR 13.106-1(b)(1)(i) authority, citing that this company is the sole provider of the required technology. The procurement involves acquiring two specialized cameras with 128x128 pixel focal plane arrays using InGaAs Avalanche Photodiodes, operating in the 1.06 to 1.57 micron wavelength region. Performance will be conducted at NASA Langley Research Center, and the acquisition will utilize commercial item procedures under FAR Parts 12 and 13. The procurement falls under NAICS code 334519 for measuring and controlling device manufacturing.

The primary purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capabilities and challenge the sole source determination before the contract is awarded. Interested organizations must submit written capabilities and qualifications by 3:00 p.m. Central Standard Time on July 2, 2025, to the designated points of contact, with oral communications explicitly not accepted. The government will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis rather than sole source. The final decision regarding competition remains at the government's discretion, and the procurement includes not only the camera hardware but also operational documentation such as mechanical and software interface documents and operational instructions.
