Q8: Will the Government accept any computer manufacturer as long as the components under the brand name justification (MS Win 10 Pro and Dual Intel Xeon E5-2640 v4) are kept brand name?


A8: Yes; the Government will evaluate any offers submitted, as long as the components under the brand name justification are kept brand name.

Added: Jan 12, 2017 10:53 am The purpose of this amendment is the following:

1. Upload Attachment # 3 - Government Minimum Requirements Revised 1-12-17 and Attachment # 4 - Brand Name Justification Revised 1-12-17 omitted from the previous amendment due to system error.


2. Answer questions from industry.


Q4: Is there a specific Dell PowerEdge Server model that is needed for both the 2U and 3U Racks? i.e. (Dell R730, Dell R730xd, Dell R530, etc.)


A4: No


Q5: Is the Government able to accept these requested servers with a Manufacturer's Warranty and Certified Refurbished Equipment? or does the Government require the proposed servers to be new?


A5: No; all items are required to be new.


Q6: Does the Government require a total of 16GB RAM (4 x 4GB) or does it require a total of 64GB RAM (4 x 16GB)?


A6: See Attachment #3 - Government Minimum Requirements Revised 1-12-17.


Q7: Is there a specific SuperMicro SuperServer model the Government requires?


A7: No.

1. Answer questions from industry.


2. Upload revised Government Minimum Requirements. All quotes submitted must meet all the Government Minimum Requirements in Attachment # 3 - Government Minimum Requirements Revised 1-12-17.


3. Upload revised Brand Name Justification to reflect the revised Government Minimum Requirements. See Attachment # 3 Brand Name Justification Revised 1-12-17.


Q1: Would the Government consider using a 2U rack in place of a 3U if all other minimum specifications/salient features can be met?


A1: No; 3U required.


Q2: The Government Minimum Requirements states the necessity of "Expansion Slots PCI-e 3.0 compatible, full height half length (minimum qty 5)" however does not outline lane length. Can the Government clarify the outline lane length.


A2: Lane length should be x4 or greater.


Q3: For the 2U and 3U Rack Mount Computers, are full height x8 PCI slots acceptable, or are full height x16 PCI slots needed?


A3: Yes. Lane length should be x4 or greater.

Added: Jan 10, 2017 2:08 pm This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-17-Q-0797.


This requirement is 100% small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334111. The Small Business Size Standard is 1,250 Employees.


NUWC Division Newport intends to purchase the following items on a Firm Fixed basis:


CLIN 0001: QUANTITY of FORTY-FIVE (45) 2U Rack Mount Computers
CLIN 0002: QUANTITY of TWELVE (12) 3U Rack Mount Computers
CLIN 0003: SHIPPING (if applicable and separately priced)


The quoted 2U and 3U Rack Mount Computers must meet or exceed the Government Minimum Requirements, Attachment # 1. Offerors must submit detailed product information along with the quote, to demonstrate quoted items meet the requirements.


The operating system and processor must be brand name only with no substitutions. The basis for the brand name is detailed in the Brand Name Justification, Attachment # 2.


Delivery is F.O.B Destination, Newport, RI 02841.


Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor CAGE code, and contractor DUNS number. Quotes received after the closing date and time specified will be ineligible for award.


Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-92. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation.
In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required and payment will be via Wide Area Workflow.
This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must quote items which meet the requirements specified, in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR may render a quote being deemed technically unacceptable.


The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.
