About this opportunity
This Special Notice announces the United States Geological Survey's intent to award a sole source contract to 3D Imaging Technology. The agency requires licensed reprocessed two-dimensional seismic reflection data from the National Petroleum Reserve in Alaska to support its Alaska Petroleum Systems project.
3D Imaging Technology uniquely obtained and reprocessed the original seismic data using proprietary software and technology. No other vendors offer comparable data across the desired project area. Interested small businesses must be registered at SAM.gov to qualify for this set-aside under NAICS code 541360. Respondents should submit any information by September 15, 2020 supporting their ability to provide the required data items via email to the listed contracting officer. This pre-solicitation notice seeks to determine whether to conduct a competitive procurement, though the Geological Survey intends to solicit only 3D Imaging Technology due to its sole capability to meet requirements.
Notice text
THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. IT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The United States Geological Survey (USGS), Reston Acquisitions Branch, Reston, VA, intends to award a non-competitive, fixed priced purchase order, under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Items, to 3D Imaging Technology, based in Denver, CO. The U.S. Geological Survey, Geology, Minerals, Energy, and Geophysics Science Center, Alaska Petroleum Systems project requires licensed reprocessed, digital, two-dimensional (2D), seismic reflection data from the National Petroleum Reserve in Alaska (NPRA). 3D Imaging Technology obtained the original raw seismic data from the USGS web site and reprocessed the data using state-of-the-art technology and software. The USGS cannot conduct similar reprocessing of the data because we lack the appropriate sophisticated and expensive software and personnel with advanced technical knowledge. Although the original raw seismic data are available to the public, no other company has downloaded and reprocessed the data to generate the products available from 3D Imaging Technology. The Government intends to solicit and negotiate with only one source under authority of FAR 13.501(a). All responsible sources may submit a quotation which shall be considered; HOWEVER, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a small business set-aside; NAICS 541360, size standard $16.5 million. A vendor must be registered at https://www.sam.gov/index.html to be awarded the contract. Responses must be emailed to Susan Ruggles, sruggles@usgs.gov, no later than 09/15/2020. All information submitted should support the offerors capability to provide the items required and shall be furnished at no cost or obligation to the Government.
