About this opportunity

U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, is conducting market research to identify contractor support for the 287(g) Program, with RFI responses due by August 20, 2026, at 3:00 p.m. Eastern Time. No set-aside is anticipated. ICE is requesting industry feedback on a draft Performance Work Statement covering program outreach, training, communications, partner engagement, and program management services to support cooperation between federal immigration authorities and state and local law enforcement agencies.

ICE anticipates a firm-fixed-price contract structure. The agency seeks vendor input on technical capabilities, business size, socioeconomic status where applicable, relevant contract vehicles (GSA, DHS, ICE, or other federal contracts), proposed technical approach, schedule feasibility, compliance considerations, estimated costs, and recommended improvements to the draft requirement. Responses must include company information and points of contact, recent and relevant experience performing similar work, detailed feedback identifying unclear or overly restrictive PWS requirements, acquisition recommendations including contract type, performance metrics, and pricing approach, rough order of magnitude cost estimates with key cost drivers and assumptions, and risk and feasibility considerations affecting cost, schedule, performance, staffing, or compliance.

Submit responses to Contracting Officer Diana Brozi (Diana.Brozi@ice.dhs.gov) and Contract Specialist Nicole Black (Nicole.Black@ice.dhs.gov). The RFI is for market research and acquisition planning only and does not constitute a solicitation or commitment to award. The Government will not reimburse response preparation costs. Vendors should mark proprietary or confidential information accordingly.
