About this opportunity
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is conducting market research for a five-year Performance-Based Logistics (PBL) Requirements-Type Supply Contract focused on T700 Engine Components repair and replacement. The Department of the Navy seeks a contractor to provide comprehensive sustainment support, including stocking, warehousing, repairing, modifying, and replacing engine components. The government intends to negotiate a sole-source contract with General Electric (GE) Company under 10 U.S.C. 2304(c)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Potential contractors must demonstrate significant capability in engineering, logistics support, and integrated product life cycle management. The pre-solicitation notice is open for interested parties to submit capability statements, with responses due by April 11, 2025, though this is not a competitive proposal solicitation.
The contract opportunity has no specific set-aside designation and is categorized under NAICS 336412 for Aircraft Engine and Engine Parts Manufacturing. While the government plans to award directly to General Electric, other responsible sources may express interest and provide capability statements. The contract will be a five-year base period without options, focusing on maintaining T700 Engine Components in ready-for-issue (RFI) condition. Contractors must meet established performance metrics, including response times, reliability oversight, inventory management, and configuration control. Source approval is required, and potential bidders must submit a comprehensive source approval request package alongside their proposal, with the understanding that the Navy will not delay the award process while awaiting source approval.
Notice text
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this pre-solicitation synopsis as a means of conducting market research to identify eligible parties having an interest in and the resources to support and furnish effort including labor, material, and facilities as may be required to provide repair and sustainment support for the items identified in the Attachment A for the T700 Engine Components.
The Government intends to negotiate and award a sole-source supply contract to General Electric (GE) Company, Cage Code: 99207, under the authority of 10 U.S.C. 2304(c)(1) permitting other than full and open competition, and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements.
The proposed contract will be a five (5) year Performance-Based Logistics (PBL) Requirements-Type Supply Contract (5-year base, no options) for the repair and/or replacement and sustainment for the items identified in the Attachment A for the T700 Engine Components.
Under the anticipated contract, the Contractor will be required to stock, warehouse, repair, modify and/or replace, store and provide for shipment of Ready-for-Issue (RFI) condition assets within the established contract performance metrics. The PBL contract will require an integrated product life cycle approach whereby the Contractor assumes responsibility for many management and support functions related to the PBL such as engineering and logistics support. The Contractor will be required to meet established response times through component repair replacement, reliability oversight and inventory, configuration and obsolescence management. Therefore, the Contractor must have the necessary capability and expertise to ensure successful performance outcomes under the contemplated PBL contract.
This notice of intent is not a request for competitive proposals. However, all responsible sources may identify their interest and provide capability statements in response to this notice.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending.
The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP-WSS Source Approval Information Brochure.
