Military Sealift Command seeks a 27-day dry cargo time charter for one Roll-On/Roll-Off vessel, with proposals due February 10, 2026, at 10:00 a.m. Eastern Time. This is a FAR Part 12 simplified acquisition; no set-aside applies. Award contemplates one firm-fixed-price contract, though the Government may award for up to two vessels collectively capable of carrying 100 percent of the cargo list, with award to the lowest evaluated rate among technically acceptable offers.
The vessel will deliver at Corpus Christi, Texas, and redeliver at Gdansk, Poland, with laydays commencing April 16, 2026. The vessel must be U.S. or foreign flag with a main deck height of 20 feet or greater, capable of carrying 179,706 square feet of military cargo including helicopters, wheeled vehicles, tracked vehicles, and breakbulk. Minimum laden speed is 15 knots. The charter period assumes 19 days underway laden, 8 days in port idle, and 0 days underway in ballast. Fuel pricing uses Marine Gas Oil at the FY 2025 DLA standard price of $1,188.68 per metric ton.
The vessel must carry a minimum of two supercargo, full lashing gear, and a fully bunkered fuel supply, and must provide a detailed stow plan demonstrating trim and stability and a valid Certificate of Inspection with all endorsements.
