About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure 200 vehicle window installation kits (NSN 2541-01-626-4650) under solicitation SPE7L125R0129. This specialized procurement involves complex technical requirements including both ballistic and non-ballistic product control testing, first article testing requirements, and a classified technical data package that requires contractors to maintain a "Secret" security clearance prior to award. Offerors must possess valid US/Canada Joint Certification Program (JCP) certification and obtain approval from the DLA controlling authority to access export-controlled technical data before being eligible for contract award. The solicitation includes stringent serialization protocols, quality conformance standards, and detailed specifications for painting, marking, and inspection of the window installation components. The due date for this pre-solicitation opportunity is September 3, 2025, with responses posted on August 18, 2025.

This procurement is designated as a 100% Total Small Business set-aside under NAICS code 336320 (Motor Vehicle Electrical and Electronic Equipment Manufacturing), limiting competition to qualified small business contractors. The contract requires delivery of all 200 kits within 100 days of award, with FOB, inspection, and acceptance points to be specified in the final solicitation documents. No incumbent contractors or current award values are identified in the pre-solicitation notice. The technical complexity of this procurement is underscored by the requirement for contractors to complete specialized training on proper handling of DOD export-controlled technical data and maintain approved access to classified materials throughout the contract performance period. The solicitation falls under PSC category 2541 for Weapons Systems Specific Vehicular Accessories, indicating the strategic military application of these window installation systems.
