About this opportunity

Military Sealift Command is conducting market research via Sources Sought Notice to determine pricing and availability for a 25-day dry cargo time or voyage charter of Roll-On/Roll-Off vessels, with responses due by 1000 hours Eastern Time on September 3, 2026. This is not a commitment to contract award; results will inform whether MSC proceeds through existing government IDIQ vehicles or open competition on SAM.gov.

The vessel must accommodate specific military cargo: 24 UH-60 helicopters, 16 CH-47 helicopters, 24 HH-60 helicopters, 1 Apache helicopter, and additional breakbulk and wheeled vehicles. Delivery is required at Beaumont, Texas with redelivery at Alexandroupolis, Greece. The charter period commences or cancels December 15, 2026, with approximately 4 days laytime (Sundays and holidays excepted). MSC seeks vessels capable of carrying military equipment and requires respondents to specify militarily useful square feet of deck space (based on clearance exceeding 7'5"), supercargo accommodations, flag, ramp door specifications, and maindeck height.

For time charter scenarios, vendors must submit daily hire rates, delivery/redelivery bonuses if applicable, and fuel consumption rates in metric tons. For voyage charter scenarios, a lumpsum rate and daily demurrage rate are required. Small business size standard for water transportation services (NAICS 483111) is 1,050 employees; large businesses should provide subcontracting opportunity details. Responses must include company unique entity identifier and business size designation and should be emailed to Jordan Morrison at JORDAN.A.MORRISON5.CIV@US.NAVY.MIL or (564) 230-3633.
