About this opportunity

The Department of the Navy Military Sealift Command is seeking to procure a 25-day dry cargo time charter for self-sustaining roll-on/roll-off vessels capable of transporting military cargo from Corpus Christi, Texas to Gdynia, Poland. The agency requires U.S. or foreign flag vessels with a minimum laden speed of 15 knots and the ability to carry approximately 284,989 square feet of military cargo, including wheeled vehicles, tracked vehicles, and breakbulk items. Interested offerors must submit responses by Thursday, November 20, 2025, with inquiries directed to Contract Specialist Jordan Morrison at jordan.a.morrison5.civ@us.navy.mil or 564-230-3633. The vessel(s) must have estimated times of arrival available for three layday commencing and cancelling dates: January 30, 2026, February 3, 2026, and February 7, 2026. Evaluation will consider each offeror's ability to meet the cargo capacity, speed, and scheduling requirements, as well as their indicated layday window preferences.

This is an unrestricted procurement with no small business set-aside, made available to all responsible sources based on responses to a recent sources sought notice. The contracting action is anticipated to result in multiple awards of up to three vessels, or until the government's needs are satisfied, with each award covering the approximately 25-day charter period. The specific contract award amounts, contract numbers, and final award dates remain to be determined (TBD). The procurement does not identify any incumbent contractors or potential awardees at this pre-solicitation stage. Offerors should be prepared to provide detailed vessel specifications, cargo capacity confirmations, and flexibility regarding the three proposed layday windows to enhance competitiveness in the upcoming formal solicitation.
