About this opportunity

Veterans Integrated Service Network 6 (Department of Veterans Affairs) intends to solicit a Morbark BVR16 brush chipper on a sole-source basis, with responses due July 24, 2026 at 10:00 AM Eastern Time. The solicitation is designated Brand Name or Equal.

The equipment will support grounds maintenance at the VA facility in Salem, Virginia, a 280-acre campus, for chipping and mulching wood debris during routine utility line clearing and vegetation management operations. The contracting office is located in Hampton, Virginia; point of contact is Contracting Officer John P. Harmsen (john.harmsen@va.gov, 757-722-7961).

The Morbark BVR16 is justified as sole-source based on distinctive safety and operational features not available from competing vendors: dual horizontal feed wheels with hydraulic lift assist, infeed-mounted control panel for jobsite efficiency, modular design enabling fast maintenance and repairs, a zero-clutch system that prevents drum engagement when material lodges between the feed wheel and drum, reverse pivot assembly for increased down pressure, and side load anvil for quick adjustment and flipping. The agency asserts no other woodchipper in the market offers this combination of enhanced safety features and durability.

PSC 2420 (Tractors, Wheeled); NAICS 333112 (Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing). The notice will be archived 30 days after the response date.

Brand Name or Equal Brush Chipper

Morbark BVR16

The intended use would be to chip/mulch up wood debris when the Grounds Crew does routine utility line clearing, vegetation management, in and around a 280-acre campus. The Morbark BVR16 woodchipper has incorporated many consumer/customer inspired innovations that increase the unit s efficiency and safety while reducing the average operating maintenance cost. This unit has been installed with improved drive belts and clutch discs creating a zero-clutch system. This removes the anxiety of engaging the chipper drum. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Morbark BVR16 wood chipper has a dual horizontal feed wheels with hydraulic lift assist; Infeed-mounted control panel for increased jobsite efficiency; modular design makes maintenance and repairs fast and easy; the zero-clutch system monitors the drum speed and will not allow the clutch to engage if the material is lodged between the feed wheel and drum; reverse pivot assembly advantage for increased down pressure; side load anvil for quick adjustment and flipping of the anvil. No other woodchipper in the market offers these enhanced safety features and durability.
