About this opportunity

The U.S. Army Corps of Engineers (USACE) South Pacific Division is soliciting architect-engineer (A-E) services for vertical design work supporting military design projects, Interagency and International Services, limited civil works programs, and Southern Border Security missions. The solicitation seeks qualified firms to provide comprehensive A-E services including pre-design studies, preliminary and final designs, design-build RFPs, construction phase services, cost and value engineering, sustainable design, cybersecurity analysis, and specialized services across multiple facility types. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) website by March 23, 2026, at 2:00 PM Pacific Daylight Time, with the SF330 form not exceeding 100 pages. Selection will be evaluated based on seven criteria in order of importance: specialized experience and technical competence, professional qualifications, past performance, work management plan, knowledge of locality, small business participation, and equitable distribution of DoD contracts. All offerors must register in the System for Award Management (SAM) and comply with current technical standards including UFC standards, DoD criteria, and USACE engineering regulations, with questions to be submitted through the ProjNet Bidder Inquiry Portal no later than ten calendar days prior to closing.

This solicitation includes no set-asides, with the government planning to award approximately 6-9 unrestricted Indefinite Delivery Contracts (IDCs) and 3-5 small business-reserved IDCs totaling $230 million in combined capacity. Each IDC will carry a guaranteed minimum award of $10,000, with individual task orders estimated to range from $250,000 to $5,000,000. The contract structure includes a one-year base period plus one one-year option with potential six-month extensions, with award anticipated in Quarter 1 Fiscal Year 2027 and performance spanning FY27-FY28. Large business firms must demonstrate credible small business subcontracting plans committing to a minimum of 33% total small business participation, including specific goals for small disadvantaged business (8%), women-owned small business (5%), service-disabled veteran-owned small business (3%), and HUBZone small business (2%). Performance will be executed across the USACE South Pacific Division's area of responsibility, which encompasses California, Arizona, Nevada, Utah, New Mexico, and portions of Colorado, Oregon, Idaho, Wyoming, and Texas, with primary coordination through the Sacramento Engineering District office.
