About this opportunity

Military Sealift Command seeks charter of one U.S. or foreign flag, self-sustaining dry cargo vessel for a 23-day mission, with proposals due June 16 at 1100 Eastern Time. Amendment 0001, issued June 12, narrowed the procurement from up to two awards to a single award under firm-fixed-price terms, with laydays commencing or canceling September 14, 2026.

Place of performance is Germany, with delivery at Souda Bay, Greece and redelivery at Nordenham, Germany. The vessel must carry a minimum of 150 TEUs of containerized ammunition (Hazard Classes 1.1 through 1.4) with anticipated average weight of 25,000 pounds per TEU and maximum weight of 40,000 pounds. Vessel specifications include maximum length overall of 825 feet, laden draft not exceeding 33.8 feet, and minimum laden speed of 13 knots. The charter must include minimum two supercargos, lashing gear, spreader bars, segregation compliance for ammunition, detailed stow plans with trim and stability calculations, current Vessel Certificate of Inspection and Document of Compliance for Dangerous Goods, and full bunkering. Offerors previously submitting timely offers must reaffirm or resubmit by the amended deadline; failure to do so disqualifies the prior offer.

Price evaluation encompasses 23-day charter hire, fuel costs based on 15 days underway laden, zero days ballast, and eight days idle in port, with MGO/MDO priced at $1,500.83 per metric ton. The government intends award without discussions; offerors must submit best terms in initial offers. Award will follow the preference scale in VISA regulation Section III.A.3 (79 Federal Register 64462-64470). Contact Brandon Page at brandon.a.page.civ@us.navy.mil.
