About this opportunity
The United States Census Bureau is conducting market research through a Sources Sought Notice to identify potential contractors capable of providing comprehensive Fingerprinting, Background Investigation and Badging (FBIB) services for the 2028 Dress Rehearsal and 2030 Decennial Census. The procurement encompasses nationwide fingerprinting services, facial photography, background investigation reviews, and identity credential issuance and badge management across the continental United States, Alaska, Hawaii, Puerto Rico, and Island Areas. Contractors must demonstrate proven capabilities in delivering large-scale, integrated solutions comparable to the 2020 Census operations, with requirements including secure 24/7 appointment scheduling platforms, electronic fingerprint capture, secure data transmission to federal systems, and FedRAMP authorization for system integration with Census Bureau platforms like CHEC and IDMS. The evaluation will focus on contractors' demonstrated track records and practical experience in handling complex biometric and credentialing operations of similar magnitude. Interested vendors must submit responses by September 15, 2025, to designated Census Bureau contacts, with detailed capability descriptions structured across specific sections including company overview, data capture processes, logistic management, and mobile device information.
This opportunity does not include any set-aside designations and is open to all qualified contractors regardless of size or socioeconomic status. While no current incumbents are specifically mentioned, the notice references the 2020 Census fingerprinting and badging operations as a benchmark for the required scale and complexity of services. The projected scope involves serving approximately one million selectees, with contractors expected to capture two fingerprint sets and facial photographs per individual and potentially issue up to 750,000 identity credentials. The services will span multiple years to support both the 2028 dress rehearsal activities and the full 2030 Decennial Census operations, requiring contractors to maintain capabilities for extended periods and handle peak processing volumes during census enumeration phases. No specific budget ranges or award values are disclosed in this preliminary market research phase, as the Census Bureau is currently gathering industry feedback to inform future procurement strategy and requirements development.
