About this opportunity
Pacific Air Forces is preparing to solicit a multiple-award IDIQ contract for exterior commercial painting services at Joint Base Elmendorf-Richardson (JBER), Alaska, with capability statement responses due June 5, 2026. This is a sources-sought notice for market research only and does not constitute a commitment to award; a formal RFP will follow at a later date.
The anticipated contract value ranges from $25 million to $100 million, with individual task orders typically under $500,000. NAICS code 238320 (Painting and Wall Covering Contractors) applies, with a $19 million size standard. No set-aside is anticipated; Pacific Air Forces is seeking all small business types, including 8(a), HUBZone, SDVOSB, WOSB, VOSB, and general small businesses.
Scope includes exterior painting of new and previously painted surfaces, lead-based paint abatement through removal/encapsulation/enclosure/demolition, asbestos-containing material abatement, replacement of damaged wood/concrete/masonry/metal siding, repair of deteriorated metal gutters/downspouts/flashing, surface preparation through washing/sanding/scraping/blasting, and removal/reinstallation of exterior security lighting. All work must meet journeyman-level finish standards. Contractors must furnish all labor, materials, and equipment. Task orders are awarded competitively through Fair Opportunity Proposal Request processes with firm-fixed pricing. Performance and payment bonds are required for task orders exceeding $35,000. Contractors are expected to propose on approximately 80 percent of annual FOPRs. Specifications follow Unified Facilities Guide Specifications standards, particularly Division 09 90 00 for Painting and Coating. A Quality Control Plan must be established within 20 calendar days of base contract award, and a Quality Control manager with minimum five years' experience is required. Warranty of construction is one year from acceptance.
