About this opportunity
The Department of the Air Force Air Education and Training Command has published a Special Notice announcing its intention to issue a direct award to the Commemorative Air Force (CAF) for a Pearl Harbor reenactment performance at the 2026 Great Texas Airshow & Open House. The procurement will be conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which permits single-source contracting. The Air Force has identified CAF as the sole source capable of safely executing this specialized aerial performance due to their unique combination of replica Japanese aircraft, pyrotechnic expertise, and extensive experience in aerial demonstrations. This Special Notice was posted on February 17, 2026, and provides interested parties an opportunity to challenge the direct award determination.
Interested organizations have until 12:00 noon CST on February 24, 2026, to submit clear and convincing evidence demonstrating their ability to provide the required performance services. Submissions must be directed to three Air Force representatives: parris.watson.2@us.af.mil, commie.whigham@us.af.mil, and michael.simington@us.af.mil. The government's requirement centers on delivering a realistic, historically accurate Pearl Harbor reenactment with ground-based pyrotechnics and aerial performance that meets rigorous Air Force safety regulations. To be considered, potential contractors must demonstrate the specific capability to field replica Japanese aircraft, provide expert pyrotechnic coordination, and possess documented experience successfully executing similar aerial performances at multiple airshows. The solicitation does not constitute a request for quotations or an invitation for bids; it is purely a notification of the intended direct award.
