About this opportunity
The Ocean State Workshop hosted by the National Contract Management Association (NCMA) Rhode Island chapter is a collaborative training event organized in partnership with the Naval Undersea Warfare Center (NUWC) Division Newport under the Department of the Navy Naval Sea Systems Command. Originally scheduled for October 21, 2025, the event has been rescheduled to Tuesday, January 27, 2026, at the Newport Officers' Club due to external circumstances related to a government shutdown. Registration is currently open through the NCMA Rhode Island website. This Special Notice represents an invitation for industry contractors and government personnel to participate in a professional development and networking opportunity focused on maritime defense and naval contracting matters. The event is intended to facilitate dialogue between the private and public sectors regarding current and future contracting environments within the Department of Defense.
The workshop's primary objective is to explore Wartime Readiness Planning (WARP) considerations and how the contracting environment may evolve in response to future operational challenges, particularly in anti-access/area denial environments. The agenda features presentations from Professor Erik Sand of the US Naval War College, national and local government leaders, and NUWC Division Newport leadership, along with an interactive industry Q&A forum and collaborative problem-solving breakout sessions combining industry and government teams. There are no formal eligibility restrictions, as the event is open to contractors, government personnel, and industry professionals seeking to understand anticipated challenges and opportunities in naval defense contracting. The workshop serves as a platform for addressing industry questions and concerns regarding future contracting impacts, with attendees encouraged to submit topics for panel discussion during registration or directly to event organizers. The deadline to participate is the event date of January 27, 2026, and registration details are available through the NCMA Rhode Island event page.

NCMA Ocean State Workshop!
Link: https://ncma-rhodeisland.org/event/ocean-state-workshop-2026/
Over the past few weeks, our team and our government counterparts at NUWC Division Newport have been working hard to plan the Ocean State Workshop. The focus of Wartime Readiness Planning (WARP) is driving many of our planning discussions, especially as we consider how the current contracting environment will differ from that in a potential future version constrained by many challenges.
The Ocean State Workshop is envisioned to be a collaborative training event, and the agenda will feature the following:
- Professor Erik Sand of the US Naval War College will be providing a scene setter on the possibilities of (and drivers informing) the existence of a growing anti-access/ area denial environment in his brief, “The Uncommanded Sea”.
- National and local leaders will provide perspective on WARP considerations, informative to both industry and government contracting teams
- Our interactive breakout session will allow combined industry-government teams to work on problem sets related to envisioned future challenges.
A full agenda is available on the event page.
Additionally, we are planning an industry Q&A forum to provide industry perspective on anticipated impact areas in furtherance of active collaborative engagement. We kindly request that if you have questions or topics you’d like addressed by the panel, you either provide them during registration or directly in response to this email for our consideration.
