The Special Notice is not a solicitation for competitive quotes, but rather an opportunity for interested parties to submit substantiating documentation to demonstrate their capability to meet the requirements.

NOAA is seeking to ensure the conference delivers its products and services to coastal resource managers across the nation. The Special Notice sets a deadline of September 6, 2024, for interested parties to submit capability statements, and outlines the required content and submission instructions. NOAA reserves the discretion to determine whether to proceed with a competitive procurement based on the responses received.
