About this opportunity

The Federal Highway Administration (FHWA) intends to solicit a single-source membership with the World Road Association (WRA) for fiscal year 2024. This procurement is specifically for annual membership dues, with the WRA being identified as the sole source due to its unique status as an intergovernmental international organization focused on road transportation technology transfer. The contract will enable FHWA personnel to serve on technical committees, receive international road transportation intelligence, and participate in global knowledge exchange. The pre-solicitation notice was posted on January 14, 2025, with responses due by January 24, 2025. While the opportunity is not seeking competitive proposals, interested parties may submit firm capability descriptions demonstrating their potential to perform the membership services, with all questions to be directed to Monique Snow-Manning at monique.snowmanning@dot.gov.

The pre-solicitation notice indicates no specific set-aside designation for this procurement. As a membership opportunity, the contract will allow the United States to appoint four delegates to the WRA Council, nominate members to technical committees, and receive published documents. The membership operates on a four-year strategic cycle with up to four theme areas, providing a mechanism for international technical and policy knowledge sharing in road transportation. While no specific award value is mentioned, the procurement is categorized under NAICS code 813920 for Professional Organizations and PSC code U005 for Education/Training Membership Fees. The contract will enable U.S. representatives from FHWA and state departments of transportation to participate in the World Congress and Winter Road Congress, facilitating international professional engagement.
