About this opportunity

The Federal Highway Administration (FHWA) has issued a Special Notice regarding the procurement of 2025 American Planning Association (APA) membership. The notice, posted on February 13, 2025, with a response deadline of February 28, 2025, outlines the agency's intent to solicit a single-source contract with APA. This opportunity is specifically targeted at providing professional development resources for individuals engaged in planning-related work. The notice is classified under the Professional Organizations NAICS category (813920) and the Education/Training PSC category (U005). The procurement does not have a specific set-aside designation, indicating it is open to standard competitive considerations.

The primary objective of this Special Notice is to facilitate professional development and exposure through APA membership for FHWA personnel. While the agency intends to proceed with a single-source procurement, interested parties are invited to submit descriptions of their firm's capabilities to demonstrate potential performance capacity. The notice explicitly states that any received information will be evaluated solely to determine whether a competitive procurement might be necessary. Contractors interested in participating should directly contact Monique Snow-Manning, the Contracting Specialist, at monique.snowmanning@dot.gov with any questions or capability statements. APA membership offers benefits such as leadership development, community planning advocacy, education promotion, and providing tools to address growth and change challenges. The notice emphasizes that this is an informational communication and not a formal request for competitive proposals.
