About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a sole-source Basic Ordering Agreement (BOA) to General Electric Aviation (GEA) for the Component Improvement Program (CIP) supporting multiple aircraft engines, including F404, F414, T64, T700, and T408. The program's primary objectives are to resolve safety and readiness issues, maintain engine performance specifications, redesign low-reliability parts, and develop predictive maintenance strategies for naval aircraft engines. Contract deliverables will encompass comprehensive technical documentation including engineering change proposals, manufacturing drawings, maintenance instructions, and technical reports. The procurement is being conducted under Title 10 U.S.C 2304(c)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Responses from potential alternative sources must be submitted within 15 days of the notice's publication (by July 30, 2024), with the government retaining sole discretion on whether to pursue competitive procurement.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The period of performance for the task orders will be one calendar year during 2025, with General Electric Aviation identified as the sole designer, developer, and integrator of the specified engines. GEA is uniquely positioned as the only known firm possessing the necessary technical data to fulfill the government's requirements. While no specific contract value is mentioned, the scope suggests a comprehensive engineering and technical support contract focused on critical aircraft engine components. The procurement is classified under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing, and PSC category 2840 for Gas Turbines and Jet Engines. The contract will support fleet readiness by proactively addressing potential mechanical issues, developing repair procedures, and improving overall engine reliability and maintenance processes.

The Naval Air Systems Command (NAVAIR) INTENDS TO AWARD SOLE SOURCE Basic Ordering Agreement (BOA) task orders to General Electric Aviation (GEA) for the Component Improvement Program (CIP) in support of the F404, F414, T64, T700 and T408 aircraft engines. Analysis and testing under CIP will be done to resolve safety and readiness problems; maintain specification performance; redesign low reliability parts; forecast hardware wear-out rates, life limits, and problems before they occur in the Fleet; and develop quality design changes and repair procedures where a return-on-investment can be realized. Contract deliverables will include engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, and test reports. The period of performance for these task orders will be one year during Calendar Year 2025. These awards are based on Title 10 U.S.C 2304(c)(1), as implemented at FAR 6.302-1, only one responsible source or no other supplies or services will satisfy agency requirements.
