About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to negotiate a sole source contract with BAE Systems Applied Intelligence Limited for maintenance and support of the BAE Data Bridge system. The contract is specifically for annual maintenance and support of hardware and proprietary software components of the BAE Mediation system installed at the DEA Colombia Judicial Wire Intercept Program (JWIP). The contract will be a firm fixed price arrangement and will cover the period from June 1, 2025, to May 31, 2026, with a total value of $511,000. The acquisition will be conducted using Simplified Acquisition Procedures under FAR Part 13, with a North American Industry Classification System (NAICS) Code of 541519 for computer-related services. The notice emphasizes that BAE is considered the sole vendor capable of modifying and supporting this customized hardware solution.

Contractors interested in demonstrating their capability to meet the government's requirements may submit a capability statement electronically to Ramona.L.Hanson@dea.gov by June 9, 2025, at 10:00am Eastern Time. While the notice is not a competitive solicitation, the DEA will consider any submitted capability statements and retain sole discretion in determining whether to open the requirement to competition. The justification for the sole source approach is based on BAE's unique ability to support the specialized Mediation system, which was originally installed in July 2021 at a cost exceeding $3.5 million. Replacing the system would be prohibitively expensive, and no alternative vendors can guarantee the functionality of the current infrastructure. The DEA will continue to conduct market research to explore potential alternative sources, but currently views BAE as the most fiscally viable option for maintaining the system's operational integrity.
