About this opportunity

The Rocky Mountain Research Station, operating on behalf of the USDA Forest Service, has published a Notice of Proposed Contract Action indicating its intent to award a sole source firm-fixed price contract to Hexagon US Federal, Inc. This special notice was posted to SAM.gov on November 19, 2025, and will remain open through December 1, 2025. The contract pertains to the acquisition and processing of remote sensing imagery for California. The notice is published under the authority of FAR 12.102(a) to solicit potential sources and determine whether competitive procurement should be pursued. This is not a formal Request for Quote or Request for Proposal, and no solicitation is currently available.

The primary objective is to acquire a digital surface model for the state of California derived from imagery collected during the 2024 USDA NAIP (National Agriculture Imagery Program) acquisition. The vendor selected will be required to further process the existing remote sensing imagery to create a digital surface model in California Albers NAD83 coordinate system (EPSG:3310). The contract period of performance is anticipated to run from December 1, 2025, through May 15, 2026, on a firm-fixed-price basis. Interested parties may submit responses by the December 1, 2025 deadline to express their capability and interest in the requirement. The NAICS code is 541370 (Surveying and Mapping Services), with a size standard of $19 million. The Government will use responses received to confirm whether sole source procurement is appropriate, though any determination to proceed competitively remains solely at the Government's discretion.
