This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.
The Library of Congress National Book Festival (“NBF”) is a premier national book event, drawing highly acclaimed authors as participants and thousands of attendees for author talks, panel discussions, book signings and other activities. The Festival is made possible thanks to individual supporters and sponsors, some of which host exhibits at the NBF. The 2020 Festival will be held online only. More information on the Library of Congress National Book Festival can be found on the website www.loc.gov/bookfest.
The Library requires television broadcast services to televise the 2020 NBF, during primetime, on September 27, 2020. The Contractor shall produce and broadcast a special program for the 2020 online NBF consisting of one (1) two-hour special targeted to primetime viewers. The special program shall include author commentary, interviews, and other video elements, and featuring authors participating in the NBF and well-known guests discussing books and themes related to American Ingenuity (“Program”).
This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
Questions or comments to this Notice of Intent should be directed to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov and copy Moji Adejuwon at moad@loc.gov. Please indicate in the subject of your e-mail: Notice of Intent – 2020 NBF Broadcast Services.
