About this opportunity

The U.S. Customs and Border Protection (CBP), Los Angeles Field Office, is conducting market research through this Sources Sought/Request for Information (RFI) notice to identify qualified small businesses capable of providing commercial kennel boarding and associated animal care services for CBP-owned canines in the Los Angeles/Long Beach corridor. This is a pre-solicitation notice for market research purposes only and will not result in an immediate contract award. The primary requirements include operating a secure commercial kennel facility within reasonable driving distance of LAX and the Port of Long Beach with capacity to house 25-35 canines concurrently, plus surge capability for up to 7 additional animals during emergencies. The facility must provide comprehensive services including secure indoor kennels, daily feeding and fresh water, exercise, sanitation, quarantine/isolation capabilities, vaccination record maintenance, medication administration, incident reporting, and emergency veterinary coordination, along with specific infrastructure features such as proper flooring, ventilation, temperature control, video surveillance, controlled access, and backup power. Respondents should submit capability statements by December 1, 2025, with the understanding that this notice is not a solicitation and CBP will not reimburse response costs. The draft Statement of Work is provided for comment, and respondents are encouraged to propose alternative, commercially viable approaches.

This procurement is set aside for total small business participation under NAICS code 812910 (Pet Care, except Veterinary) and PSC R416 (Support—Professional: Veterinary/Animal Care). No incumbent contractor information is provided in this pre-solicitation notice. While no specific award value or budget range is disclosed at this market research stage, the scope indicates a substantial ongoing operational requirement given the need for 24/7 access, same-day and after-hours intake capability, and on-site staffing from 6:00 a.m. to 7:00 p.m. daily. The facility must be located within 5 miles of 11099 S. La Cienega Boulevard, with preferred proximity to specific ZIP codes including 90245, 90293, 90066, 90301, 90302, 90303, and 90304, though these are not mandatory requirements. All services must comply with the Animal Welfare Act and CBP's National Canine Enforcement Handbook, ensuring alignment with federal, state, and local regulations applicable to animal care operations.
