Title: 2015 Hawaii Clean Air, Energy and Climate Change Projects

The purpose of this amendment is to provide answers to questions submitted. See below.

QUESTION1: Since the EPA has indicated on the SF 18 this is not a small business set aside, can you please confirm this solicitation will be conducted under FAR Part 13 - Simplified Acquisition Procedures? ANSWER1: Yes, this procurement is still being conducted under FAR Part 13 - Simplified Acquisition Procedures. Based on our market research and historical data, this procurement was identified as not a small business set aside.

QUESTION2: In Section III - Past Performance. We are asked to provide at least (3) project summaries related to clean energy, climate change and sustainability. We are planning to provide EPA projects as two of the three examples. Is this acceptable, or does EPA wish to see other non-EPA related performance metrics that may not be so closely tied to the three areas of focus? ANSWER2: You may include any examples that fit as closely to the requested summaries. QUESTION3: We intend to submit for the RFQ-CA-15-00004 proposal as it ties in so closely with our programming. However, we are also very interested in the RFP number EPA-EE-14-02 titled Environmental Education Local Grants Program. Would EPA award two proposals to one organization? ANSWER3: This procurement is only pertaining to RFQ-CA-15-00004 and has no impact on any other RFP.
