About this opportunity

NAVSUP Weapon Systems Support Philadelphia intends to procure repair services for aviation and oxygen-related components on a sole source basis with Cobham Mission Systems Davenport LSS Inc. (CAGE 99251), the Original Equipment Manufacturer for these specialized aircraft parts. The procurement covers a two-year long-term contract for repair services of various aviation equipment including oxygen concentrators, oxygen monitors, aircraft plates, electronic components, rotary valves, and bed assemblies. The government does not own the technical data or manufacturing rights needed to source these repairs from alternative suppliers, making Cobham the only known qualified source. The procurement will follow FAR Part 15 procedures rather than commercial item acquisition rules, and will include Buy American Act clauses and Unique Item Identifier requirements. The solicitation is expected to be issued on September 18, 2025, with proposals due by October 20, 2025, allowing 30 days for response preparation.

This procurement is not designated as a small business set-aside and falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Cobham Mission Systems Davenport LSS Inc. is positioned as the sole source contractor due to their OEM status and exclusive technical data rights. The attached Exhibit A details 12 line items (A001-A012) with varying quantity estimates over the two-year contract period, ranging from low-volume specialized components requiring only 1-3 units to higher-demand items like aircraft oxygen monitors with estimated quantities of 225-275 units. The procurement uses electronic procedures and will be posted to NECO, with the government emphasizing that any alternative sources must submit a Source Approval Request, though the procurement will not be delayed for such approvals. All submissions from responsible sources will be considered, though the government expects to award to the identified sole source based on the unique technical requirements and data ownership constraints.
