About this opportunity
The Naval Supply Systems Command is soliciting quotations for corrosion-resistant steel set screws (National Stock Number 1HM 5305-01-725-4286) conforming to FF-S-200 Type I, Style 3 specifications, sized 0.312-18UNC-3A X 1.000" LG to support critical shipboard Deep Submergence Systems Program applications. This Request for Quotations (RFQ) requires strict compliance with quality assurance standards, including ISO-9001 certification with ISO-10012 or ANSI-Z540.3 calibration systems, maintenance of material traceability, and submission of Certificates of Compliance. The Government will make a single award to the eligible, responsible, and technically acceptable offeror whose proposal is most advantageous overall, with past performance rated as more important than price in the evaluation methodology. Quotations are due by May 28, 2026, and the solicitation incorporates extensive FAR and DFARS clauses covering Buy American provisions, cyber incident reporting, and payment procedures through the Wide Area WorkFlow system.
This solicitation is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The Government requires delivery of 2 units to Portsmouth Naval Shipyard (N50286) within a 200-day delivery schedule, with 1 lot to accompany the shipment as part of the Deep Submergence Systems Program Scope of Certification requirements. The contractor must provide Government Quality Assurance at source and maintain documented quality system procedures available for Government audit, along with hazardous material identification and packaging in accordance with MIL-STD-2073 standards. Special material identification code (SMIC) D4 markings are required for this Deep Submergence Systems Scope of Certification material due to its critical nature in preventing personnel injury or loss of life. The place of performance is Mechanicsburg, Pennsylvania, with final delivery directed to Portsmouth Naval Shipyard.
