About this opportunity

The U.S. Department of State, specifically the Embassy in Tashkent, is seeking legal consultation services for locally employed staff matters through Request for Quotation (RFQ) Number 19UZ8025Q0046. The services will address local labor issues including recruitment, hiring, termination, employee benefits, wages, occupational safety, and workers' compensation compliance with Uzbekistan labor laws. Key qualifications require contractors to be registered in the System for Award Management (SAM), possess necessary licenses and permits for operating in Uzbekistan, demonstrate past performance capability, and provide expert legal advice on locally employed staff matters as outlined in the Locally Employed Staff Handbook and Local Compensation Plan. The government will award the contract to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, unless discussions are deemed necessary with companies in the competitive range. All quotations must be submitted by email to TashkentGSOProcurement@state.gov by November 17, 2025 at 12:00 p.m. GMT+5 Tashkent time, with questions due by the same date.

This procurement includes no set-aside designation and does not identify any current contractor or incumbent information. The contract is structured as an indefinite-delivery/indefinite-quantity agreement with a base period and four option years, each period capped at a maximum of 80 billable hours, indicating a relatively modest scope of work. While specific budget information is not disclosed in the solicitation notice, the 12% Value Added Tax provision applies to pricing. The place of performance is Uzbekistan, where the contractor must operate and maintain compliance with local labor regulations. Interested bidders should initiate SAM registration immediately given potential processing delays and must submit comprehensive proposals including the completed SF-1449 form, price continuation sheets, representations and certifications, and additional information as specified in Section 3 and Section 5 of the RFQ.
