About this opportunity

The Department of State is soliciting proposals for the installation of vehicle barriers at the U.S. Consulate General Compound in Jeddah, Saudi Arabia. The project encompasses the installation of three vehicle delta barriers, removal of existing barriers, and associated electrical modifications including earthwork, concrete foundations, loop detector installation, and electrical conduit rerouting. This is a firm fixed-price contract requiring the contractor to provide all personnel, materials, equipment, and services necessary to complete the work, with all costs including labor, materials, indirect costs, overhead, and profit incorporated into a single price with no adjustments for currency fluctuations or cost escalations. The contract will be awarded to the lowest-priced, technically acceptable offeror who meets the government's responsibility criteria, based on evaluation of comprehensive project documentation including schedules, safety plans, and technical submittals. The proposal deadline is December 4, 2025, and contractors should submit responses by this date to be considered for award.

No set-aside designations have been applied to this solicitation. The contract is classified under NAICS 332323 (Ornamental and Architectural Metal Work Manufacturing) and PSC 5660 (Fencing, Fences, Gates And Components), with performance taking place in Jeddah, Makkah, Saudi Arabia. The work must be completed within 30 calendar days from the Notice to Proceed, requiring contractors to mobilize efficiently and coordinate installation activities in a compressed timeframe. The solicitation does not specify an award value or budget range in the posted materials, requiring offerors to develop pricing based on their assessment of labor, materials, and project execution requirements. This firm fixed-price structure places full responsibility on the contractor for accurate cost estimation and successful project delivery within the established timeline.
