About this opportunity

The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is procuring OEM-certified replacement components for outdated or failed Aviation/Main Machinery Room (AV/MMR) Fire Fighting Trainer (FFT) systems at Joint Base Pearl Harbor-Hickam. The procurement includes delivery and installation of replacement parts, software updates to restore full functionality, technical support, testing, and certification of the updated systems to ensure system compatibility and address potential failure risks. The Navy intends to award this contract as a sole source procurement to KFT Fire Trainer LLC under the authority of 10 USC 3204(b), citing that only one responsible source exists that can satisfy the agency requirements. Interested sources must submit detailed written technical capabilities limited to five pages by email to Tina Ruscito by close of business on September 9, 2025. The government will use these submissions to determine if a competitive procurement would be advantageous, though the final decision remains solely at the government's discretion. The solicitation number is N6134025R0085 with anticipated contract execution in September 2025.

This procurement does not utilize any set-aside designation and is planned for award to KFT Fire Trainer LLC (CAGE Code 06003) as the sole source contractor. The total contract value is $150,000 and will be structured as a Firm Fixed Price (FFP) contract. All services must be performed on-site at Joint Base Pearl Harbor-Hickam, requiring the contractor to have the capability to deliver, install, and provide technical support at this specific military installation. The contract falls under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) and PSC code 6910 (Training Aids). The tight timeline indicates urgency in addressing the obsolescent parts issue, with the response deadline of September 9, 2025, followed immediately by anticipated contract execution the same month.
