About this opportunity
The Department of the Navy's Military Sealift Command is seeking U.S. or foreign-flagged Roll-On/Roll-Off (RO/RO) vessels for a time charter contract to support maritime logistics in the Western Pacific region. The agency requires vessels capable of providing hotel services for a minimum of 14 Marines and transporting at least 40,000 square feet of rolling stock and general cargo. Multiple awards are possible, with up to two vessels being selected, and each vessel must have a minimum capacity of 6,000 square feet if multiple ships are offered. The pre-solicitation notice indicates a potential charter period of 180 days with one additional 180-day option period. Interested contractors must submit their responses by March 17, 2025, with contract performance expected to commence no later than May 8, 2025, at 0800 hours local time in Pearl Harbor, Hawaii.
The solicitation is unrestricted, meaning all responsible sources may submit proposals, and no specific small business set-aside has been designated. While the exact contract award dollar amount is to be determined, the procurement will be classified under the Deep Sea Freight Transportation NAICS category (483111). The contract point of contact includes Matthew Price and David Anaya, who can be reached at their respective Navy email addresses or by phone at 564-226-8419. The vessel(s) will be chartered to transit between ports in the Western Pacific, with delivery and redelivery locations specified as Pearl Harbor, Hawaii. The procurement process has been reviewed and approved by the Small Business Administration's Procurement Center Representative, who concurred with the unrestricted solicitation approach based on responses from a recent sources sought notice.
