About this opportunity
Military Sealift Command is conducting market research toward a 360-day dry cargo time charter of a Roll-On/Roll-Off or Lift-On/Lift-Off general cargo vessel, with responses due by 1100 hours Eastern Time on October 13, 2026.
The vessel must be U.S. or foreign flag and capable of transporting a minimum of 40,000 square feet of rolling stock and general cargo between ports in the Western Pacific region. Delivery and redelivery ports are both Naha, Okinawa, Japan. The vessel shall accommodate draft restrictions with an average loadout of 975 short tons and a maximum laden draft not exceeding 6.0 meters. Layday commences 0800 on December 28, 2026 and cancels at 1600 on January 6, 2027.
The vessel must be able to moor alongside piers and quay walls using organic equipment and deploy ramps capable of supporting RORO operations at approximately waterline to piers, improved structures, and floating barges. A minimum of two sponsor personnel will remain onboard to coordinate cargo movement and perform minor maintenance; hotel services for two personnel must be included in the daily charter rate.
MSC requests separate pricing and availability for both standard and Jones Act-capable vessels meeting these specifications. Respondents must provide vessel specifications and photographs, breakover angle for ramp deployment, daily charter rate with delivery and redelivery bonus, fuel consumption rates in metric tons for underway and inport working conditions, earliest availability, company information including name and CAGE code, small business status, and unique entity identifier. The small business size standard for NAICS 483111 (Deep Sea Freight Transportation) is 1,050 employees.
Responses are due via email to David Anaya at DAVID.C.ANAYA.CIV@US.NAVY.MIL or (564) 226-8419.
