About this opportunity
The Naval Supply Systems Command is seeking a 6-month basic ordering agreement for aircraft repair and spare parts services covering 237-251 repair contract line items and 158 spare contract line items for multiple military aircraft systems including the V-22, P-8, H-60, F-18, H-1, KC-130, E2/C2, AV-8, CFM56, T-56, AE3007H, Common Engine and Common Systems. This procurement combines Navy and Foreign Military Sales requirements for flight-critical components that require government source approval prior to contract award. Honeywell International Inc. is identified as the only known source with full repair and production capabilities, as complete technical data, drawings and manufacturing rights are not available from the government. The solicitation requires potential contractors to demonstrate technical capabilities and experience with similar items, and non-approved sources must submit detailed information per the U.S. Navy Aviation Supply Office Source Approval Information Brochure. Proposals are due by August 22, 2025, with questions directed to Christian Markle at 215-697-6679 or Danielle Grzeszczak at 215-697-3473.
This solicitation does not utilize any small business set-aside designations and operates under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Honeywell International Inc., located in Phoenix, Arizona and other locations, is the incumbent contractor and only approved source for these services, though NAVSUP WSS welcomes capability statements from all responsible sources. The contract will support critical aircraft maintenance operations across multiple military platforms, with work performance expected at Honeywell facilities in Phoenix and other company locations. The government intends to award this agreement on a sole source basis to Honeywell due to their unique capabilities and the lack of available technical data to support competition, though the approval process for new sources typically requires more time than the procurement schedule allows. The solicitation covers both repair services for existing components and supply of spare parts across the specified aircraft systems under a basic ordering agreement structure.
