About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP WSS) is seeking to add multiple National Stock Numbers (NSNs) to an existing Repair Basic Ordering Agreement (BOA) with Raytheon Company in support of F18 Aircraft. The pre-solicitation notice includes nine specific circuit card assemblies, interconnecting boxes, optics assemblies, servo controllers, and filter subassemblies for repair and replacement. NAVSUP WSS intends to award this contract sole source to Raytheon under 10 U.S.C. 2304(c)(1), citing that competitive acquisition is not economically feasible due to lack of available data and difficulty drafting adequate specifications. All responsible sources may submit capability statements and proposals by 4:00 PM Eastern Time on January 29, 2025, though the government retains discretion in determining competitive status. Source approval is required, and proposals must include source approval documentation if the vendor is not currently an approved source.
The contract opportunity is not set aside for any specific business category and falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. While the exact award value is not specified, the contract will involve repair and replacement of critical aircraft components for the F18 platform. The proposed contract will utilize the existing BOA with Raytheon (Contract Number N0038320GVW01) and will not employ FAR Part 12 for acquisition of commercial products and services. NAVSUP WSS will not delay award pending source approval, indicating a potentially expedited procurement process. The procurement is specifically for military foreign military sales (FMS) support, suggesting potential international implications for these aircraft component repairs.
