About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support is seeking a contractor to repair one unit of an Oxygen Concentrator (NSN 1680016102324, Part Number 3261180-0102) for the E-2 aircraft used by Japan's military. This is a firm fixed-price sole source procurement under FAR 6.302-1, as the government lacks the technical data necessary to solicit competitive bids from alternative sources. The contractor must restore the government-owned equipment to operational condition and obtain Government Source Approval prior to award. While this notice indicates intent to sole-source to Mission Systems Davenport Inc., all responsible sources may submit capability statements and proposals within five days of the synopsis publication, and the government retains discretion to competitively award based on responses received. The deadline for proposal submission is February 13, 2026, with an induction period of 365 days from contract award and a required repair turnaround time of 55 days after asset receipt.
This procurement carries no set-aside designation and is anticipated to be awarded to Mission Systems Davenport Inc., the identified incumbent source. The contract requires the contractor to provide all labor, materials, and parts necessary for repair, track the asset through the Commercial Asset Visibility (CAV) system, and submit detailed pricing proposals within 60 days or when costs reach 50% of the contract price. The contractor must also comply with military marking standards for repaired units and coordinate with the Administrative Contracting Officer regarding repair feasibility. No specific award value is disclosed in the solicitation notice. Performance is expected to occur at the contractor's facilities, with the repair work to be completed within the specified 55-day turnaround time following receipt of the equipment, subject to potential price reductions if this timeline is not met.
