About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapons System Support is soliciting contractors to repair oxygen systems for F-18 fighter aircraft components designated for Kuwait under a Foreign Military Sales program. The procurement involves 10-11 oxygen system units (NSN: 1660-01-433-3384, Part Number: 3270063-0102) that require evaluation, repair, and/or modification to return them to Ready for Issue condition. Contractors must possess ISO 9001 quality management systems and calibration systems meeting ANSI/NCSL Z540.3 standards, along with the necessary facilities, labor, materials, parts, and test equipment to complete the repairs. The government will evaluate offers based primarily on past performance, with price serving as a secondary consideration criterion. The original response deadline was May 19, 2025, but has been extended to October 8, 2025, with a 90-day delivery timeline and 26-day repair turnaround time requirement once items are received.

This solicitation carries no set-aside designation and the government intends to sole-source the contract to Mission Systems Davenport Inc. under FAR 6.302-1 authority, citing lack of necessary technical data to perform the repairs independently. While no specific contract value is disclosed, the procurement involves repairing 10-11 individual oxygen system components identified by unique serial numbers. The contract requires a 90-day overall delivery schedule with each unit needing completion within 26 days of receipt at the contractor's facility. Source approval is required for new contractors, though NAVSUP will not delay contract award while source approval processes are pending, and contractors must maintain induction capability for 365 days after contract award to accommodate the government's delivery schedule.
