About this opportunity
The 162nd Wing, Morris Air National Guard Base, Arizona Army National Guard, intends to solicit on a sole-source basis for specialized repair of an Environmental Control System (ECS) Tester, with a response deadline of August 24, 2026. The procurement is set aside for Total Small Business and targets Howell Instruments Inc as the sole source under 10 U.S.C. 3204(a)(1).
The government asserts it does not own proprietary data or rights necessary to source repairs from alternative suppliers. The ECS Tester (Howell Instruments Model H301-4, Part Number H301-4) is designed for troubleshooting and servicing aircraft ECS units equipped with 41-pin test connectors. The tester includes four subsystems: temperature measurement (-65°F to 999°F), pressure measurement across four selectable ranges (0–20 inches H2O, 0–15 PSIG, 0–60 PSIG, and 0–300 PSIG), multimeter functionality (AC/DC volts, DC milliamperes, ohms), and microprocessor-controlled digital display with self-test capability. The device operates on 284 VDC at a maximum 1.5 amperes and is portable with a main instrument case and separate accessory case.
Performance will occur at Morris Air National Guard Base, Arizona. Although this is styled as a sole-source intent, the government will accept capability statements, proposals, and quotations from all responsible sources submitted within 10 days; submissions will be considered to determine whether to proceed competitively. Interested organizations should email larry.oldford@us.af.mil. The NAICS code is 334515 (Instrument Manufacturing); PSC is 4920 (Aircraft Maintenance and Repair Shop Specialized Equipment).
