About this opportunity
The Air Force Test Center's Installation Contracting Division at Arnold Air Force Base in Tennessee is seeking qualified contractors to conduct Close Interval Potential (CIP) and Direct Current Voltage Gradient (DCVG) surveys on underground electrical and fuel pipeline systems. The government requires contractors to perform comprehensive corrosion assessments in accordance with NACE/AMPP standards, with all work supervised by NACE Certified Corrosion Specialists and Level 2 or higher Cathodic Protection Technician certified personnel. Key contract requirements include performing direct assessments per NACE SP0502 standards, documenting pipe coating conditions, conducting necessary excavations and repairs, and submitting detailed assessment reports with GPS coordinates, root cause analysis, and preventive maintenance recommendations. This pre-solicitation notice does not establish evaluation criteria, as it is a sources sought announcement intended to identify interested and capable contractors before formal solicitation; however, the submission should demonstrate technical capabilities and qualified key personnel meeting the technical requirements. The response deadline for this sources sought notice is May 1, 2026, and interested contractors should note that this announcement is for informational purposes only and does not constitute a binding commitment or solicitation.
No set-aside designations have been applied to this procurement. The survey will encompass approximately 19,938 linear feet of 161 kilovolt oil-filled underground pipeline (System 1) built in the 1950s and 3,500 linear feet of underground fuel pipeline (System 2), with pipes buried between 5 and 13 feet deep and subject to multiple utility crossings. Contractors must address asbestos-containing pipe coatings requiring coordinated disposal and install red fiberglass drivable markers every 200 feet along the cable routes with appropriate warning labels. The notice does not specify a contract value or budget range, nor does it identify any current contractor or incumbent. The anticipated NAICS code is 541330 (Engineering Services) with a Product/Service Code of J059 (Maintenance, Repair, and Rebuilding of Equipment—Electrical and Electronic Equipment Components), indicating this is classified as an engineering services contract for equipment maintenance and repair.
