About this opportunity
The 156th Civil Engineering Squadron of the Department of the Army National Guard (Puerto Rico Air National Guard) is soliciting quotes for various road clearing and construction equipment to enhance domestic operations capabilities and enable emergency response following natural disasters. This Request for Quote (RFQ) seeks to procure equipment essential for clearing routes and providing access for emergency personnel and resources, including items such as chainsaws, generators, lighting balloons, concrete finishing equipment, and an extensive array of hand tools and safety gear across 54 line items. The solicitation is governed by FAR Part 12 (Simplified Acquisition Procedures for Commercial Items) and requires only new equipment—no remanufactured or refurbished items are acceptable—with all items covered by manufacturer warranties. Award will be made on a firm-fixed-price basis to the responsible offeror whose conforming offer is most advantageous to the government, evaluated using two criteria: price and technical capability, defined as the offeror's ability to source all debris clearing equipment requested. The initial offer due date was March 2, 2026, but has been extended to March 11, 2026 (with amendments referencing March 3, 2026 at 11:00 AM as an intermediate deadline), and this announcement constitutes the only solicitation with no separate written RFQ to follow.
This procurement was originally set as a 100% Women-Owned Small Business (WOSB) set-aside under NAICS code 333120 (Construction Machinery Manufacturing) with a size standard of 1,250 employees; however, a subsequent amendment removed the set-aside designation and opened competition to all eligible contractors. No incumbent contractor or current award value is identified in the solicitation documents. Delivery is required within 30 calendar days from the date of award receipt on a firm-fixed-price basis, with FOB Destination (door-to-door) shipping to 156 AW CES at 200 Jose A Tony Santana Avenue, Building 25, Muniz ANGB, Carolina, Puerto Rico 00979-1502. The pricing sheet lists 54 distinct line items with quantities ranging from 1 to 20 units depending on the specific equipment or tool category. A single contract award will be issued as a result of this procurement, with one contractor selected to provide all requested equipment.
