About this opportunity
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is conducting market research to identify potential contractors for a five-year Basic Ordering Agreement (BOA) for repair services related to C-130 and KC-130J aircraft systems. The Department of the Navy's Naval Supply Systems Command is seeking contractors capable of providing labor, materials, and facilities to repair various aircraft items listed in Exhibit A. This pre-solicitation notice indicates the government intends to award a sole-source contract to Lockheed Martin Corporation under FAR 6.302-1 authority. Interested parties must submit capability statements and source approval documentation within 15 days of the notice publication (by February 19, 2025). Contractors must provide comprehensive source approval information detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair, with offers that fail to meet these requirements being automatically disqualified.
The pre-solicitation notice does not include a specific set-aside designation, and no specific award value is disclosed. The contract is categorized under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of 1560 for Airframe Structural Components. The proposed agreement is structured as a five-year Basic Ordering Agreement, with NAVSUP WSS explicitly stating they will proceed with awarding to Lockheed Martin Corporation regardless of minimal response from other potential sources. Contractors must demonstrate capability to support fleet maintenance requirements and understand that source approval may occur concurrently with contract award to ensure timely aircraft maintenance support. The government reserves full discretion in determining contractor eligibility and will prioritize fleet support needs throughout the evaluation process.
Notice text
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this synopsis as a means of conducting market research to identify eligible parties having an interest in and the resources to support and furnish effort including labor, material, and facilities as may be required to provide repairs for the items identified in the attached Exhibit A in support of Various Aircrafts.
NAVSUP WSS intends to establish a five (5) year Basic Ordering Agreement (BOA) for the repair of the items in the attached Exhibit A and solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and provide capability statements in response to this notice.
This notice of intent is not a request for competitive proposals.
However, all proposals received within 15 days after date of publication of this notice will be considered by the Government.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Source Approval is required. WSS will
not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair. Additional information for submitting a Source Approval Request package can be obtained at: https://public.navsup.navy.mil/public
If your request for source approval is currently being evaluated at the NAVSUP WSS, submit a copy of the cover letter, which forwarded your request for source approval, with your offer.
Offers received failing to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this
solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to
meet government requirements, award of the subject requirement may continue based on Fleet support needs.
NAVSUP WSS intends on awarding sole source to Lockheed Martin Corp. (98897), and that the lack of response from any other source will consider them to be not interested.
