About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support in Philadelphia is preparing to modify an existing Basic Ordering Agreement (BOA) with The Boeing Company to add three National Item Identification Numbers (NIINs) for aircraft parts. Specifically, the procurement involves spare parts and repair components for aircraft, with NIIN 014781918 designated for spares orders and the other two NIINs (013177906 and 016250798) intended for both spares and repairs. As the Original Equipment Manufacturer (OEM), Boeing is the sole known source for these parts, and the government does not possess the technical data rights to seek alternative manufacturers. The contract will be processed under FAR Part 13 procedures, with electronic solicitation methods to be used through NECO. Interested organizations must submit their capabilities and qualifications via email to Dylan.e.payne.civ@us.navy.mil by April 3, 2025, with all proposals received within 45 days of publication being considered.

The pre-solicitation notice indicates no specific set-aside designation for this procurement, and it falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The procurement targets aircraft structural components (FSC 1560) with a sole-source approach to The Boeing Company. Potential vendors not already approved to manufacture these materials must submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval. While no specific award value is mentioned, the modification to the existing BOA suggests this is a targeted, limited-scope acquisition focused on specific replacement and repair parts. The government's approach emphasizes maintaining existing supply chain relationships with the original equipment manufacturer while nominally leaving the opportunity open to potential alternative sources through the capability statement submission process.
