This procurement is being conducted under the authority of 10 U.S.C.3204(c)(1) and FAR 6.302-1(a)(2)(ii)(B) as a sole source acquisition, justified because only one responsible source can satisfy the agency's requirements. The due date for this pre-solicitation notice is September 19, 2025, though this announcement is for notification purposes only and does not constitute a formal Request for Proposal.

The modification is structured as a Firm Fixed Price arrangement and is intended to ensure adequate property management and production support at the Scranton Army Ammunition Plant, a Government Owned, Contractor Operated facility. The increased funding is necessary to support elevated production requirements at this defense manufacturing facility. The procurement falls under NAICS code 332993 for Ammunition Manufacturing and PSC category 1320 for Ammunition Over 125mm.
