About this opportunity

The Department of the Army Alabama Army National Guard is seeking sources for the 151st Band Life Cycle Replacement, which involves procuring musical instruments and equipment to support the 151st Alabama Army National Guard Band. This pre-solicitation notice is classified under NAICS 459140 for Musical Instrument and Supplies Retailers and PSC 7710 for Musical Instruments, though the attached government file reveals the scope extends beyond traditional musical instruments to include sophisticated communication and audio equipment such as XLR snake cables, wireless in-ear monitoring systems, antenna combiners, professional headphones, microphones, and various radio/audio equipment operating across multiple frequency ranges. The agency is conducting market research to identify potential sources, with particular interest in small business contractors who can provide some or all of the required equipment and services. Interested parties must submit responses of no more than five typewritten pages, including past performance information for both government and private industry work, specifying whether they served as prime contractor or subcontractor. The response deadline is August 14, 2025, at 1:00 p.m., with submissions required via email to reginald.j.ellis.civ@mail.mil, and facsimile responses will not be accepted.

This opportunity has no set-aside designation currently, though the notice indicates that if adequate small business competition is not identified, the procurement may be advertised as unrestricted. No incumbent contractors or current service providers are mentioned in the documentation. The notice does not specify award values, budget ranges, or quantities of equipment to be procured, as this appears to be purely a market research exercise to gauge vendor capabilities and interest. The technical specifications in the attached requirements document detail sophisticated equipment ranging from basic audio cables to complex wireless communication systems with specific frequency ranges (470-506 MHz and 470-865 MHz), professional-grade amplifiers, and digital processing equipment. The procurement appears to represent a comprehensive modernization or replacement of the band's entire equipment inventory, though specific timelines for service delivery or contract performance periods are not provided in this preliminary market research phase.
